Air conditioning is normally the lessor’s responsibility.

It can be. If you’re evaluating an upgrade purely from a cost perspective, you’ll need to know:
Let’s assume you’re a standard asset customer with an energy tariff of 30 cents per kilowatt hour. The average halogen light will use 0.071 kilowatt hours per hour. The average LED light will use 0.007 kilowatt hours per hour. You might have the equivalent of 60 normal lights across your space, and your business runs from 8:00 a.m. to 6:00 p.m. from Monday to Friday.
Your existing lights would cost $12.78 a day to run. Let’s assume your business is open 48 weeks of the year. Those lights would cost you $3,067.2 per year.
Using the above calculations, LEDs would cost $4.2 a day to run and $1,008 per year (a saving of $2,059.2 per year). If we assume it costs $65 for a commercial electrician like us to replace each light, you’d be looking at $3,900 for a full upgrade. At that cost, you’d break even on your investment within 2 years.
(Also consider that halogen bulbs last for around 2,500 hours while LEDs last for around 25,000 hours. You’ll need to replace halogen bulbs around 10 times more than you would LED bulbs.)
Your lessor is normally responsible for ensuring your air conditioning is in good working order when you take possession of the premises. (An exception might be if a non-working air con was disclosed and taken into account in your lease agreement.) They’re also responsible for any required repairs or replacements – provided you’ve maintained the air con as per your agreement.
If you want to upgrade your air con as part of a fit-out, you’ll need to ask your lessor for permission. You may be able to negotiate the cost with them – because the lessor will likely keep (and benefit from) the air con after your lease ends, it’s not unreasonable to ask them to contribute. As the lessee, though, you’ll pay for the majority of any fit-out upgrade.
Exactly when electrical equipment needs to be tested and tagged depends on your industry and the equipment usage. For example, under the Electrical Safety Regulation 2013 (Qld), electrical equipment that is only used for office work must be inspected and tested at least once every 5 years (but, if it’s multi-use equipment, then at least once every 12 months). Safety switches must also be tested at the right intervals.
If you don’t have a testing schedule in place, get in touch with us as soon as possible. The person conducting a business or undertaking (PCBU) is legally responsible for electrical testing – you’ll be liable if something goes wrong and your equipment hasn’t been tested in line with legislation.
All electrical work in Queensland must comply with the Electrical Safety Regulation 2013 (Qld). It also should adhere to AS/NZS 3000 (the Australian Wiring Rules) and related standards like AS/NZS 3003, AS/NZS 3760, and AS/NZS 3017, although legislation always takes precedence over the standards.
